The oldest tournament in the US, the NY Sevens is played on Thanksgiving saturday (Last weekend in November) at Randall Islands. The frigid temperatures and wind don't help Sevens, but the appealing of playing in New York attracts dozens of teams, most of them from Canada.
The tournament is played in a public park, so don't expect showers nor fancy rest rooms. Bring winter clothing. The quality of the Rugby fields is poor and the refereeing is usually good.
